Billy Ray Allen of Rock Hill, SC, passed away peacefully on Sunday, June 15, 2025, at Wayne T. Patrick Hospice House in Rock Hill, SC. He passed away quietly with his devoted wife by his side.

Billy was born on July 10, 1957, in Rock Hill, SC, to the late James Evard Allen and Jean Laney Turner.

He is survived by his loving wife, Bobbie Richardson Allen, his daughter Ashley Hall (Kreigh) of York, SC, and his son Jimmy Allen of Lawndale, NC. He is also survived by his sisters Donnie Kay Allen (Chris Hutto) and Tammy Nichols, five grandchildren; Jadon, Chase, Cole, Aubree and Bentley and one great-grandchild; Sylas along with his sister-in-law, Dee Richardson. He also leaves behind numerous nieces, nephews, and cousins.

Billy was preceded in death by his step-son, Ethan Richardson.

Billy lived a life of service. Whether to his country, local community, or humanity, Billy was a man willing to be of service to all. He proudly served his country in the 82nd Airborne Division of the United States Army as an Aircraft Turbine Engineer and Crew Chief. Billy lived the motto of the 82nd Airborne Division, “ALL THE WAY!”

After his military service, Billy obtained his certification as a nationally registered EMT. He served as Captain of the York Rescue Squad in York, SC, and Captain of the Bethesda Fire Department in Rock Hill, SC. He obtained his instructor credentials through the South Carolina Fire Academy and served as an instructor for new recruits, as well as veteran staff members.

Billy concluded his lifetime of service by devoting twenty-five years to Wacker Neuson as the Field Service Technician for the Mid-Atlantic Region of the United States.

Billy loved adventure and travel. He and Bobbie cherished their time traveling and sight-seeing throughout the United States. They especially enjoyed the wind-therapy and the thrill of Harley Davidson rides. Their explorations are Billy’s legacy of adventure. His commitment to love, devotion, and service are his legacy of honor.

Billy never met a stranger. He used comedy and storytelling to share his life story and adventures with anyone he met. His quick wit, humor, energy, and enthusiasm captured the character, personality, and spirit of Billy Allen.
