Darrell O’Neill Bell, Sr. lived a life defined by family, faith, hard work, service, and an unwavering commitment to doing things the right way. A devoted husband, proud father, accomplished professional, and dedicated community servant, Darrell built a legacy measured not simply by what he achieved, but by the people and communities he made better along the way.

Darrell was preceded in death by his parents, Marie and Charles Bell. He leaves to cherish his memory his loving wife, Velouise Bell; his son, Darrell O’Neill Bell, Jr.; his brothers, Charles and Curtis; his sister, Barbara Bell; and a host of relatives, extended family members, friends, colleagues, and loved ones throughout Pennsylvania, Kentucky, and beyond.

Born on October 2, 1953, at Braddock Hospital in Pennsylvania, Darrell was raised in the North Versailles area and graduated from East Allegheny High School in 1971. A lifelong believer in education, he earned an associate’s degree from the Community College of Allegheny County and later graduated from Geneva College with a Bachelor of Science in Human Resources Management, earning an exceptional 4.0 GPA.

Darrell carried that same discipline into a distinguished professional career spanning more than four decades with Westinghouse and Eaton Corporation. A respected leader in environmental health and safety, he helped oversee safety programs across approximately 60 locations throughout the United States and Canada, protecting thousands of employees. His career included numerous honors and leadership responsibilities before his retirement in January 2017.

But Darrell’s service extended far beyond his profession. He devoted approximately 12 years to Swissvale Borough Council, serving as the first member of color, eventually ascending to both President and Vice President, as well as serving on the Civil Service Commission and Planning Board. Among the initiatives established during his tenure was Swissvale Cleanup Day, a tradition that continues today, a fitting reminder of his belief that if you could make your community better, you had a responsibility to try.

Faith remained an important part of Darrell’s life. In October 2012, he joined Macedonia Church of Pittsburgh, becoming part of a faith community that accompanied him through the later chapters of his journey.

Yet of every title Darrell earned, none meant more than husband and father.

He shared 49 years of marriage with his beloved wife, Velouise, building a life rooted in love, partnership, perseverance, and family. As a father to Darrell Jr., he was teacher, protector, mentor, example, and friend. He taught his son the importance of hard work, integrity, loyalty, education, service, strength, and caring for the people you love, not simply through his words, but through the life he lived.

Those lessons now live on.

Darrell’s greatest legacy is his family, the community he served, the lives he touched, and the son who carries not only his name, but so much of who he was.

A life of purpose. A life of service. A life of integrity. A life well lived.

His work is complete. His legacy is not.
